• The canonical AI Capability Plane and its human-readable reading edition.
• Cross-cutting AI governance and capability definitions (the A / B / C / D items).
• The method for applying the plane to a module (the module-walk).

What does NOT belong here

• Per-module AI mappings → those live in modules//.
• AI schema tables → those live in database/ and modules/.
• AI cost/capacity numbers → architecture/.

This folder defines AI behavior, not project status. Live status/counts → /index.
